Dear Representative Levin:
I am writing as a student studying government and environmental policy to ask for your support for the Fuel-Smart America Act, a practical proposal to make efficient vehicles more affordable while preserving consumer choice.
EPA reports that model year 2024 new vehicles averaged a record 27.2 miles per gallon, yet Americans still used about 136.72 billion gallons of gasoline in 2025. Federal clean-vehicle purchase credits are also no longer available for vehicles acquired after September 30, 2025. Families therefore have fewer tools to reduce both a vehicle’s upfront price and its long-term fuel cost.
My proposal offers technology-neutral point-of-sale rebates of up to $3,500 for qualifying new vehicles and $2,000 for qualifying used vehicles, with additional help for lower-income buyers. It pairs those rebates with gradual fleet-efficiency improvements through 2035. A fee limited to the least-efficient luxury passenger vehicles would help offset the cost, while work, emergency, and disability-modified vehicles would be exempt.
The bill does not ban gasoline vehicles or force anyone to buy an electric vehicle. It rewards measurable efficiency, gives manufacturers time to innovate, and requires annual public reporting on cost, savings, and fairness. I respectfully ask you to support this consumer-focused framework and policies that lower household transportation costs while strengthening American energy security.
